In the beginning, people considered CityPlace as an approach to rejuvenating the Canadian National's former Spadina Street Yard Facility as it was a part of the waterfront Railway Lands.

However, in 1965, CN started moving the location of its yards to the northern suburb of Vaughan. The plan was to construct a large-scale television and telecommunication tower in its place. Construction began in the 1980s, and in 1984, the Metro Toronto Convention Centre was finally constructed, drawing significant attention to this region.

As more people started visiting the region and new businesses began to flourish, the City of Toronto created a new plan to boost the region's success. The exclusive owner of the Spadina Street Yards, Via Rail, took the local business to a freshly constructed Toronto Maintenance Centre in New Toronto. The construction continued once SkyDome's expansion destroyed the remaining railway buildings. It finished in 1989.
